That will largely depend on the specific kind of mutation. Some have a visual expression that will show from birth. Charles's mutation is invisible, for instance, but he still got his powers when he was much younger than that. Most of the mutants I've met so far got their powers with puberty, however.
We are all different. But Charles certainly isn't part of the norm. I'd say he's more powerful than any mutant I've met so far.
