We don't know enough of this Authority to say either way. They might be in control of this place, or it exists beyond their reach. But the limitations on our abilities, and on those who might have otherwise been able to leave this place, seems to speak of something that goes beyond whatever universes and timelines the TVA has under their thumb.
The upside of that is that she too might find herself more limited if she's brought here.
